Fourth Call for Project Proposals

On 28 February 2017, the Technology Agency of the Czech Republic (hereinafter referred to as TACR) in collaboration with the Federal Ministry of Education and Research in Germany announced the fourth public tender in research and experimental development (hereinafter referred to as the Public Tender) of the Delta programme for the support of applied research and experimental development (hereinafter referred to as the DELTA programme). Thematically, it will focus on supporting projects from the areas of the so-called fourth industrial revolution. These projects bring considerable benefits to the economies of both countries in key areas of change in Industry 4.0 leading to our future competitiveness.

This Public Tender was announced in accordance with Act 130/2002 Coll., on the support of research, experimental development and innovation from public funds and amending certain related acts (hereinafter referred to as the Act), the Framework for State Aid for Research, Development and Innovation (2014/C 198/01), and Commission Regulation (EU) No 651/2014 of 17 June 2014.

The subject of this Public Tender is the selection of proposals for projects of applied research or experimental development supported from public funds of TACR for the purpose of fulfilling the objectives of the DELTA programme.

Detailed information necessary for the preparation and submission of project proposals, including information on the evaluation method and criteria are contained in the tender documentation and related documents.

The tender period begins on 1 March 2017 and ends on 31 May 2017 at the following times:

1. Project proposals can be sent via ISTA until 16:30:00

2. Confirmations of submission of proposals to ISTA will be accepted until 23:59:59 via the TA CR data box.

3. Documents proving eligibility (except pursuant to Article 18(2)(A) of the Act) will be accepted until 23:59:59 via the TACR data box.

Applicants must submit project proposals through the electronic ISTA system accessible on the website of TACR and also send a “Confirmation of electronic submission of the project proposal to ISTA” via the TACR data box from the main applicant’s data box. The “Subject” data field must include the text “4th Public Tender - DELTA programme – PROJECT PROPOSAL”. Applicants must also submit the required attachments proving their eligibility via the TACR data box, the “Subject” data field must include the text “4th Public Tender - DELTA programme – PROOF OF ELIGIBILITY OF THE APPLICANT”. Each applicant shall send proof of their eligibility separately from their data box.

TACR also announces that in relation to the large number of questions received in connection with the announced public tenders and due to the deadlines for responding specified in the TACR directive SME-17 Helpdesk for applicants and beneficiaries of support, questions submitted by the applicants shall not be answered less than 10 days before the end of the tender period. Priority will be given to answering questions, which have not yet been published in the FAQ for public tenders available at, or its equivalent.


In an effort to eliminate corrupt influences in public tenders and public contracts in research, development and innovation, TACR asks all of the applicants to inform it without delay of any alleged corrupt activity they may become aware of. This shall apply especially to any efforts of persons involved in monitoring, assessment and evaluation of the project proposals to contact applicants submitting project proposals or other applicants, as well as the efforts of other applicants to contact expert evaluators or members of evaluation bodies.
